Citation: James B. Lipinski, W2109359, Chief Warrant Officer, Headquarters, 16th Infantry. For meritorious service in connection with operations in the Army of Occupation in Germany from 1 August 1945 to 1 February 1946. Although confronted with the loss of experienced administrative personnel during this period and an increasing amount of administrative duties in connection with the occupation and the operation of Prisoner of War Camps and Displaced Persons Camps, Chief Warrant Officer Lipinski, as assistant Regimental Adjutant, tirelessly devoted long hours and personal time in training specialists to replace personnel lost due to redeployment. His outstanding ability and efforts in training such personnel, and great foresight in long-range planning, maintained the operations of the unit at a high level. Chief Warrant Officer Lipinski’s outstanding initiative and administrative ability reflect great credit upon himself and the Armed Forces. Chief Warrant Officer Lipinski is hereby authorized to wear the Army Commendation Ribbon by direction of the Secretary of War. Residence at appointment: Fairmont, West Virginia.
