Citation: James L. Baldwin, O36864, Major, 16th Infantry. For meritorious service in connection with operations in the Army of Occupation in Germany from 1 October 1945 to 1 September 1946. As Operations Officer of the 16th Infantry, Major Baldwin displayed exceptional energy, intelligence, and tact in the handling of operational duties for the 16th Infantry Regiment. His foresight and ingenuity in overcoming the handicaps connected with numerous moves and tactical commitments in two sections of the Occupational Zone demonstrated outstanding professional competence and was an important factor in the successful accomplishment of his unit’s mission. Major Baldwin is hereby authorized to wear the Army Commendation Ribbon by direction of the Secretary of War. Residence at appointment: Ness City, Kansas.
