Citation: Herbert B. Allen, O443202, Major, 16th Infantry. For meritorious service in connection with operations in the Army of Occupation in Germany from 10 September 1945 to 10 September 1946. During this period, Major Allen, as Regimental S-2, displayed outstanding loyalty, effort, and diligence, in screening thousands of Prisoners of War and Civilian Internees under his control. He initiated a system whereby prisoners were discharged with a minimum of time and effort. In addition, through close cooperation with CIC units, he aided in apprehending leaders of Black Market Rings and many War Criminals. His actions were always in accordance with the finest military traditions. Major Allen is hereby authorized to wear the Army Commendation Ribbon by direction of the Secretary of War. Residence at appointment: Tulsa, Oklahoma.
