Citation: Henry J. Matthews, O1316767, Captain, 16th Infantry. For meritorious service in connection with operations in the Army of Occupation in Germany from 9 October 1945 to 7 September 1946. During this period, as Regimental I & E Officer, Captain Matthews supervised the regimental newspaper, the “Graphic”, raising it from on ordinary paper to an outstanding, informative publication second to none. He established and maintained a photography service for the regiment, while at the same time training personnel for the work and processing as many as 1600 pictures in a normal day. All this was done in addition to his regular duties as I & E Officer. The outstanding initiative and capability conspicuously displayed by Captain Matthews reflects great credit upon himself and the United States Army. Captain Matthews is hereby authorized to wear the Army Commendation Ribbon by direction of the Secretary of War. Residence at appointment: Philipsburg, Pennsylvania.
