Citation: Frederick H. Black Jr., O26796, Captain, 16th Infantry. For meritorious service in connection with operations in the Army of Occupation in Germany from 13 October 1945 to 15 September 1946. During this time, Captain Black, as Regimental Adjutant of the 16th Infantry, demonstrated superior ability, initiative, and efficiency, in maintaining liaison between the organizations of his unit and between his and other units, in establishing new offices necessary for the peace-time operation of the unit, in selecting and assigning personnel for these and other offices, and in carrying out the many other duties assigned to him. At one time, Captain Black managed the operation of the entire Regimental Staff Section for a period of two weeks. For a period of six weeks, he assumed the duties of Personnel Adjutant in addition to his other duties. Captain Black’s devotion to duty reflects great credit upon himself and the military service. Captain Black is hereby authorized to wear the Army Commendation Ribbon by direction of the Secretary of War. Residence at appointment: Salt Lake City, Utah.
